Broken Butler Puppet is an NPC that provides lore dialogue. It is not tied to any quest and can be ignored with no consequence.

Circus Concourse: Before the staircase leading up to Hotel Krat, beside the Hotel Krat plaque activatable lore.

Talking to the broken Butler Puppet will trigger the dialogue:

Puppet... cannot enter... Energy depleted...

The Broken Butler Puppet will attempt to move forward and collapse, no longer being activatable.
